This item is found by defeating enemies in the Prehistoric Age (65,000,000 B.C.). It can be traded for several different equipment items in Ioka Village Hut.
The following monsters drop feathers:

• Hunting Range - Defeat Anion, Ion (2), defeat Amphibite, Croaker, Rain Frog (2), defeat Nu (3)
  
• Red Eaglet
  

Can be traded for (Before Magus is defeated):

• 3 Feathers, 3 Petals - Stone Arm
• 3 Feathers, 3 Fangs - Ruby Vest
• 3 Feathers, 3 Horns - Stone Helm

Can be traded for (After Magus is defeated):

• 3 Feathers, 3 Petals - Magma Hand
• 3 Feathers, 3 Fangs - Ruby Vest
• 3 Feathers, 3 Horns - Stone Helm

Can be traded for (After saving Crono):

• 10 Petals, 10 Fangs, 10 Feathers, 10 Horns - Ruby Armor.
