The item cannot be transferred over to a [[New Game +]] save. No [[Key Item]]s can be transferred to New Game + plus. So, although this item transforms from Key Item status to an equippable accessory, it does not carryover into a New Game.  
Since the Blue Brooch is a [[Key Item]] it will not transfer over to a [[New Game +]] save, so you will be unable to equip it until you obtain it again in New Game +.
