[http://en.wikipedia.org/wiki/Gobbledygook Gobbledygook] or gobbledegook (sometimes gobbledegoo) is any text containing jargon or especially convoluted English that results in it being excessively hard to understand or even incomprehensible. In this case, the Gobledygook has this constant bewildered look on its face, which suggests that it might not be able to comprehend many of the goings-on around it. As such, the name is a befitting one.
