This template creates an anchor on a page. The usual method to add an anchor to a page would be to make it a header, but this template allows the user to add a wrap text in an anchor and have it directed straight to. Example: List of Chrono Trigger characters#Playable characters.

If you wish for your anchor to be a link, then use Template:LA.
