This tech probably derives its name from the catch phrase used by the popular Warner Bros character, Bugs Bunny. As Janice is portrayed as adopting a happy-go-lucky attitude towards life, much like Bugs Bunny does, the name of this tech thus fits her character perfectly. The Japanese name, on the other hand, is more literal, and instead directly refers to the water gushing out of the ground, as seen in the tech itself.

Even though this tech is technically of a Red element and should be more inclined to show animations featuring fire, it is interesting to note that it portrays water instead, which is, ironically, of the opposing element. This makes some sense, since it is heavily implied she got the tech from Spekkio (The Master of War who resided in the End of Time in Chrono Trigger. Its name means mirror and its power level [and the form it took] was reflective of the party facing him in Chrono Trigger).
