The Wisp Cape is armor in Chrono Cross. It can be acquired as a rare steal during the first encounter with the Fire Dragon on Mount Pyre (Another World).
It can also be given to Razzly by Rosetta if she is in the party when visiting Water Dragon Isle (Home World) - but note this only occurs if Razzly fought against the Hydra in Hydra Marshes in Another World. Getting the Wisp Cape this way will also make it impossible to get the FlowerRod or Raz-Flower.
